Roxas City is the capital of Capiz province, on the northern coast of Panay Island. The city fronts Sibuyan Sea to the north and is positioned at the mouth of the Panay River, one of the larger rivers in the Visayas. The shallow coastal waters of Capiz — particularly the extensive tidal flats and seagrass beds in the bay — are among the most productive shellfish environments in the Philippines. Oyster, scallop, and mussel cultivation is widespread in the protected inshore areas. The coast is low-lying with scattered mangrove patches, and the offshore environment is relatively shallow for several kilometers out.
Roxas City experiences mixed semidiurnal tides with a typical range of 1.0 to 1.5 meters. The tidal range here is somewhat higher than in more enclosed straits, reflecting the city's direct exposure to the Sibuyan Sea basin. The broad tidal flats exposed during low tide are critically important to the local aquaculture industry — shellfish harvesting is timed to tidal cycles. Strong tidal flows in and out of the Panay River estuary can complicate boat navigation near the river mouth.
The northeast monsoon (amihan, December–May) brings the most stable and dry conditions to northern Panay. January through April are the most reliable months for clear weather and calm seas. The habagat (June–November) brings rain and typhoon risk — northern Panay is in a typhoon-exposed corridor, and Roxas has experienced destructive landfalls in recent decades. The Sinadya sa Halaran festival in December, Capiz's major cultural event, falls during the dry season and is a good time to visit the city.
The Sibuyan Sea can develop steep, uncomfortable seas quickly during the habagat season and when typhoons are active in the region. Fastcraft and small boat services between Roxas and neighboring islands should be treated with caution during this period — check PAGASA advisories. The shellfish aquaculture areas offshore are marked with bamboo stakes and nets that present navigational hazards to recreational boaters unfamiliar with the area. Swimming conditions near the urban waterfront are limited by murky water from river outflow; cleaner beach areas are found further along the coast.
Roxas City's designation as the "Seafood Capital of the Philippines" is based on the extraordinary productivity of Capiz's coastal waters. The local seafood market (Baybay Fish Market) operates from early morning and is one of the most diverse and affordable in the Visayas — fresh scallops, oysters, prawns, and reef fish are available in volume. The Capiz scallop (Amusium pleuronectes, locally called diwal) is commercially valuable and widely exported; watching the aquaculture operations from a pump boat gives a direct view of how this industry functions.
