Dumaguete City is the capital of Negros Oriental, situated on the southeastern coast of Negros Island. It faces the Tañon Strait to the west — one of the longest and narrowest straits in the Philippines, separating Negros from Cebu — and borders the Bohol Sea to the south and east. The Dumaguete coastline consists mainly of a flat, rocky to sandy shore along a boulevard fronting the city. Nearby Dauin municipality to the south has the area's best sandy beaches and diving sites, while Apo Island — a marine sanctuary — lies offshore about 30 kilometers south.
Dumaguete experiences mixed semidiurnal tides. The tidal range is typically 0.6 to 1.1 meters. The Tañon Strait generates notable tidal currents that run north-south depending on tidal phase; these currents are strong enough to affect boat navigation and are one of the factors that help maintain the strait's unusually cold, nutrient-rich upwelling — an environment that supports spinner dolphins and whale sharks. Dive sites around Apo Island are affected by these currents, which vary throughout the day.
The amihan season (December–May) brings stable, drier conditions to Dumaguete. Visibility at dive sites is generally best from February through May, when seas settle after the northeast monsoon's peak. June through November marks the habagat season; while Negros Oriental is partially sheltered from Pacific typhoons by Leyte and Samar, weather can still be unsettled. The Tañon Strait whale shark and dolphin encounters are possible year-round, with the area around Oslob (Cebu side) and the southern strait most productive.
Currents at Apo Island Marine Sanctuary can be strong and shift direction — arrange dives with licensed operators who know the site conditions. The sanctuary has strict no-take rules; spearfishing and coral collection are prohibited and enforced. Boat travel to Apo Island takes 20–30 minutes from Malatapay; afternoon return trips can be choppy as winds increase. Dumaguete's urban waterfront boulevard is not suitable for swimming due to boat traffic and limited water clarity — designated dive and swim areas are in Dauin and further south.
Apo Island is one of the most well-documented marine conservation success stories in the Philippines. The community-managed sanctuary, established in the 1980s, has resulted in measurably higher fish density and coral cover compared to surrounding unprotected areas. Sea turtles — both green and hawksbill — are reliably encountered by divers and snorkelers. Dumaguete itself is home to several universities, giving the city an educated, relatively youthful population and a developed café and arts scene that makes it a comfortable base for extended coastal travel in the central Visayas.
